Project Scope:

America’s Central Port has two multimodal harbors, the Granite City Harbor and the Madison Harbor. The Granite City Harbor, served by Norfolk Southern rail, includes liquid terminals, dry bulk terminals, and a general cargo dock, with much of the infrastructure originally constructed in the 1970s. These facilities are due for upgrades, and in some instances total reconstruction, to address modern freight demands. Additionally, surrounding development and dead-end track create space constraints and inefficiencies. The Madison Harbor, connected to the Terminal Railroad Association of St. Louis by the Port’s short line carrier, contains a dry bulk terminal and a general cargo dock, completed in 2016. While this harbor is comparatively newer, opportunities exist to enhance operations and improve connectivity. A map of the Port’s property is attached to this Request for Qualifications.


Rather than replace and upgrade facilities on a piecemeal, as-needed basis, the Port would like to undertake a master planning exercise to understand the potential of both harbors and develop a coordinated approach to improvements.
