Project Overview:

The Port is evaluating the construction of an interconnect railroad track, linking the Madison Harbor and Granite City Harbor facilities by rail. Today, the Madison Harbor facilities are served by Port Harbor Railroad with access to TRRA and all of the Class-I railroads, whereas the Granite City Habor has direct access to Norfolk Southern.


The planning grant scope includes conducting public engagement, reviewing existing work, preparing a feasibility study, completing preliminary design, and completing a benefits cost analysis. Of particular interest to the Port in this planning study will be:

  • Mitigation of impacts to residential tenants on the Port property and residents of the local communities

  • How the new rail alignment would affect freight patterns in the surrounding communities

  • How the rail alignment would impact Port operations

  • Impacts to the levee system

  • Geotechnical implications of proposed alignments and impacts on material longevity

  • Potential for innovative financing methods of the proposed alignment


Project Scope of Services:

The selected consultant team will complete the following scope of work:

  • Conduct inclusive public engagement throughout the planning study

  • Review previous work conducted regarding a proposed rail connection between both harbor areas

  • Evaluate project impacts to Port operations and to the regional freight network

  • Develop a minimum of two connection alternatives

  • Conduct preliminary investigative design:

    • Conduct environmental assessment work for each alternative

    • Provide a geotechnical exploration of the project area to aid in the impacts of the proposed levee crossing alternatives (i.e., gate through levee)

  • Provide a refined 30% design for each proposed alternative

  • Provide a 30% design for the proposed levee crossing

  • Provide a detailed Benefit-Cost Analysis of each alternative


Areas of Expertise:

  • Developing and carrying out an inclusive public engagement strategy

  • Extensive Railroad Design Experience, particularly within Port and/or Industrial Development

  • Extensive Geotechnical Engineering Experience, particularly with experience with USACE Levee penetrations.

  • Developing a feasibility analysis of routing rail alignments across levee-protected areas

  • Benefit-Cost Analysis capabilities

  • Managing complex projects with attention to budget, scope, and timeline
