William S. Stahlman III, P.E., M.ASCE

Bill Stahlman is the appointed Port Engineer for America's Central Port and has over 20 years combined experience in both the construction and engineering fields.  He is responsible for managing all aspects of construction and engineering projects for the Port.  In this role, he manages design inception, bidding and procurement, and ensuring that a sensible application of each port project is successfully constructed in accordance with the schedule and budget requirements.

Joining the Port in 2003 as a student intern, Stahlman has been instrumental in redeveloping a former military base as a mixed-use campus which has evolved into one of the highest performing economic engines in the region.

Currently, as Director of Engineering & Construction, he oversees projects ranging from building maintenance and rehabilitation to transportation infrastructure construction for expansive network of rail, marine structures and roadways within the Port.  In addition, he supervises a range of projects including environmental remediation and permitting, as well as solving complex development challenges that occur with legacy and aging infrastructure.

In 2016, America’s Central Port opened its new intermodal Madison Harbor.  This $50-million strategically planned investment was a multifaceted project that Stahlman led for the Port.  The project consisted of constructing the northern most ice-free and lock-free public harbor on the Mississippi River.  This new harbor welcomes year-round multimodal transportation access to shippers in the region by connecting six Class I railroads to the inland river system, along with swift access to area interstates.

Stahlman’s diverse exposure at the Port allows for close coordination with local, state and federal agencies which assist in ensuring specific goals and expectations are streamlined for each individual project and development.  Overall, he engages his complex skill set and experiential knowledge to advance the economic development of America’s Central Port.
