America’s Central Port District is the Grantee of Foreign Trade Zone 31 (FTZ 31). As Grantee, the Port manages FTZ 31 as a public benefit to further the Port’s mission to promote regional economic growth.
Foreign Trade Zones are federally designated areas within the United States that are considered “outside the U.S. territory.” These designated sites allow domestic activity, involving foreign items, to take place prior to formal Customs entry. Product may be imported from other countries and placed, or “admitted,” directly in the foreign trade zone where it may be stored, manipulated, combined with domestic product or other foreign product, assembled, packaged or destroyed.
FTZ 31 has been approved for the Alternative Site Framework (ASF) which is designed to be a fast and flexible process for obtaining FTZ designation in our 12-County Service Area: Bond, Calhoun, Clinton, Greene, Jersey, Macoupin, Madison, Monroe, Montgomery, Randolph, St. Clair and Washington Counties.
Within our Service Area, FTZ 31 has also designated three (3) “Magnet Sites.” Magnet sites are large warehouse or industrial site developments that have been “pre-approved” by the Foreign Trade Zones Board which allows the Grantee to grant FTZ designation without first applying to the FTZ Board. The Magnet Sites are as follows:
- America’s Central Port District is a mixed-use business and industrial site located along Illinois Route 3 in Granite City, Illinois with approximately 1,530 acres of foreign trade zone designation;
- Gateway Commerce Center is a warehouse and distribution park with build-to-suit and land sale options located in Edwardsville, Illinois with approximately 2,254 acres of designated foreign trade zone space; and
- MidAmerica St. Louis Airport is a commercial/cargo and passenger airport located in Mascoutah, Illinois with approximately 3,851 acres of pre-approved foreign trade zone designation.
